Why RSRP measurement is greater than zero in 5G examples?

ln below examples for 5G NR, measured RSRP values are greater than zero. Could you please explain, why?

• NR SSB Beam Sweeping
• NR Downlink Transmit-End Beam Refinement Using CSI-RS
• Neural Network for Beam Selection

In code, it reverses the effect of path loss by multiplying with rxgain. That is the reason. Ideally it should not be done.
