Can Simulink accept multirate systems with different starting time

Hello,

 I need to have several multirate systems that have the same sample time but work at different moments.
Example:
 System 1 has the sample time of 2 s and starts at the beginning of the simulation (so at 0s). It will work at 0, 2, 4,etc...
 System 2 has the same sample time (2s) but works in between the samples of the first. Lets say it works at 1, 3, 5, etc...
A transfer function won't do as I need to treat the values obtained at the working sample time, not a value measured some steps before.
