How do I use repeating sequence stair?

I am having trouble using the "repeating sequence stair" in simulink.

I have simplified the problem down to a simulink model using the repeating sequence stair connected to the oscilloscope. The repeating sequence stair is configured with the example outputs and I have tried experimenting with the sample time. None of these have produced an output on the oscilloscope.

This block is to replace a repeating sequence block, which I did get working.

There are no warnings.

I am new to Matlab and Simulink so I may have made an elementary error.

Also, under what conditions would the oscilloscope not display a signal?

I am using Matlab R2014b Ver 8.4.0 and Simulink R2014b Ver 8.4.

The model file is located in the default directory that matlab assigns. C:\Users\menns2\Documents\MATLAB
