I had same issue and tried to install win sdk 7.1 on win 8, 10 with no luck, finally I solved it after reading various forums and trying few tricks, Here is how I solved it- Go to setup directory, There are individual setups for various components, Install each setup from directories one by one, some of them will fail as they may be valid for your system arch, Ignore failures. Finally try to run the main set up, just to see and validate the install components, it will show all components you install with success.
