If you search Google Scholar for the topic Optical Character Recognition then you will be shown over 200,000 suggestions.

If you need someone to pick one at random for you then I randomly pick http://ieeexplore.ieee.org/xpl/freeabs_all.jsp?arnumber=566164 "Neural and fuzzy methods in handwriting recognition". As I have never heard of that paper and never read it, it is probably as good a starting point as any other.
