Load optical spectra data from Princeton Instrument SPE file. Support SPE3.0 as generated by LightField software, and also SPE2.0 as generated by WinSpec software. Tested for 1D and 2D spectra, but not 3D (video) data. It only support single region of interest (ROI) chosen for the spectrometer, but can be easily extended to support multiple ROIs.
