conditional warning, similar to ASSERT

Generate warning when condition is violated, simialr to ASSERT.
Function is meant to work similarly to ASSERT, but throw a warning instead of an error.
(not to be confused with assertWarning function in the unit test framework. )
Modelled on built in functions Warning and Assert.
