En improved version of interpolate that can handle coincident data.

This file improves on the functionality of interp1 and allows the resampling of more complex data. Measurements can be taken completely arbitrarilly and need not be unique.

Target uses are for data which is sampled against a signal that may contain noise or where there may be several measurements at each given point.
