Whenever I am going to declare a variable I get this

Did you either edit the function sym, or create a function or script of your own by that name? This will tell you if you created something by that name.
which syms -all
If I had to guess, you managed to edit the function sym, and then you saved the function after modification. Tht is a BAD thing to do. Essentially you corrupted that function.

You can not edit the code for tools like sym or syms in the future.
You need to download a new copy of the symbolic toolbox, because we cannot give you the code on Answers. That would violate copywrite laws, and would be against the rules of Answers. But since you can download it anyway, there is no problem.

Line 10 of the syms.m function included in Symbolic Math Toolbox is a comment line inside the help text for that function. Line 191 of sym.m is not just the character c. You have most likely written or downloaded syms.m and sym.m files that are shadowing the ones included in Symbolic Math Toolbox. Show what these commands display when you execute them:
which -all syms
which -all sym
Also let's make sure you have Symbolic Math Toolbox installed.
ver symbolic
