Programmatically Building a Rapid Simulation (RSim) Target

Is there a way to programmatically build a rapid simulation target (similar to the way a rapid accelerator target can be programmatically built)?

I was able to find how to change some parameters of the code generation programmatically at http://www.mathworks.com/help/rtw/ug/target.html#bqo0qji but couldnt figure out how to actually build the target.
