FIt ellipse to data in cartesian coordinate (x,y space) [ The data points inside the ellipse but not on the ellipse ]

Dear all,

My problem is given you got a bunch of data points which is quite concentrated but a little bit spread out.

Can we define a smallest elliptic area which covers say 100% / 90% in the given data points?
