If you are using your school's or company's license, my first step would be to contact your school or company's IT department and ask if they have instructions on how to download and install the software using that license.

If you are using a license you purchased yourself, when you purchased MATLAB I believe you should have received an email with instructions on how to download and install the software. If you didn't receive it in your inbox check your spam folder to determine if it got caught accidentally. If it isn't in your inbox and it has been a reasonable amount of time (email is not necessarily instantaneous) please contact Customer Service directly as John D'Errico suggested.
