how to add jpeg toolbox?

hi

I need to use jpeg toolbox for doing DCT,Quantization,and ... in my project.i worked by matlab 2018 but could not add this toolbox so try matlab2014b. i read guidance from this link

but can not compile mex routine. please help me it's very necessary.

i don't understand the part that explain how compile mex routine.

os is win10 64bit
