Arduino ESP8266 Hotspot or Soft Access Point

Is it possible to turn the Arduino ESP8266 WiFi into a hotspot directly using Simulink or Matlab. Everything in the documentation seems to point towards the Ardruino requiring a router to connect with the computer. No direct connections seems possible.

WiFi is found under the "Simulink Support Package for Arduino Hardware" (this doesn't seem to be a valid toolbox) specifically this Configure Network Settings for WiFi page.
