Why does Polyspace Bug Finder fail to generate a report in R2018b?

Why does Polyspace Bug Finder fail to generate a report in R2018b? I run the following commands, but no report gets generated.
Running Bugfinder:
polyspace-bug-finder-nodesktop.exe -sources static_cast.cpp -checkers UINT_CONSTANT_OVFL -lang Cpp -compiler visual10.0
No report was generated:
polyspace-report-generator.exe -generate-results-list-file

Make sure that both the bug finder and the report generator are from R2018b. It is possible for the bug-finder and the report-generator to be referencing different versions of Polyspace. This has been known to prevent a report from being generated.
