Image Processing: Filters and PSNR

I have applied a filter on a JPEG image and subsequently applied a segmentation technique on the filtered image. Whether I should consider the PSNR of segmented image on the filtered image (or) the PSNR of segmented image on the original JPEG image? Please clarify.
