Scope behaviour (Is it normal)

I used Rate transition block.Input of the RT block is at 0.48s and output is at 0.001s.

Hence the RT block behaves as a "Delay(1/Z)" function .

But this behaviour of RT block changes to "Copy" function when the input and output of the RT block is connected to same scope(two input scope).

Why does this happen. Cant we use the scope to see different sample rate signals.? Why should a scope change the normal behaviour of the RT block.
