Extract a table with some range of dates, Part 2

I have an attached table and then applied

A=B(Periods,:);

but the result is 0*2 timetable. Please advise.

I read csv file with the date 2016 but the resulting table has 0016 as year.

read xls and works fine. Reading csv may not be stable in Matlab.
