Joint Actuator Question

I have a simulink model of a mechanical system with joint actuators. If I provide a constant input to a revolute joint, it moves to the desired position immediately irrespective of the value of velocity (deg/sec) I provide. My understanding was that the velocity input should allow it to move at the given velocity. What am I doing wrong?
