meaning of the given genetic algorithm non linear integer problem plot?

my genetic algorithm problem had the following plot, the stallgenlimit was set to '50' but the same best value continued to more than 50 generations but optimisation didn't terminate, thats why i needed to terminate the optimisation externally myself.when does such happen? what does the break in the attached picture of penalty value plot mean?
