how to shorten the errorbar capsize in Matlab R2016a?

I've tried all the answers to this question but none works on Matlab R2016a. I want to shorten the errorbar capsize like the below picture.

I don't know if there's an easy way to do this in release R2016b, but as of release R2016b you can do this using the CapSize property of the errorbar object. See the "Control Error Bar Cap Size" example on the errorbar documentation page.
