Multi-level packages with shared private folder

If I have a multi-level package, e.g.

+foo/+bar1/...
+foo/+bar2/...

can I have a shared private folder, e.g.

+foo/private/...

that's accessible from other subfolders within the package. How would I access the functions in it?
