Mapping an image without geospacial data

I have a high-resolution wind-speed map (.jpg) that I would like to be able to project onto a map, and later overlay other objects. I know the If an image file has no geospacial tagging (raster data, etc.), how can I modify (for instance, add sufficient spacial data) it in order to place it using 'mapview' or 'geoview'?
