How can I use bilinear interpolation algorithm to resize any image ?

Did you ask an internet search enigine already? You would find a lot of useful links for the terms "Matlab bilinear interpolation image".

What about Matlab's http://www.mathworks.com/help/matlab/ref/interp2.html or http://www.mathworks.com/help/images/ref/imresize.html using the method 'bilinear'?
