CPLEX interface/API suggestion

A few years ago, IBM has decided not to support matlab, and there's been no change so far.

CPLEX is still a decent solver with a free community license.

There is an interface to cplex via python.

Matlab supports python.

This is a suggestion for someone to write a matlab extension to cplex via python.
