Is there any means in matlab or simulink for facilitating evolutionary learning implementation? How do you suggest best way to proceed?

Well, although this options works with evolutionary methods for agent training, what I meant was the application of evolutionary methods to find best trade off between agent environment space, involving environment changes... consequently this answer only partially reflect my expectations. Thank you for your clues anyway

Even in case I restrict the prblem of learning to one or more agents (I'm supposing to work for RL), is not clear to me how can I implement properly populations features I got to use to "evolve" my system. Are these automatcally defined or is there any way to chose them?
