Capturing points from Map

Hi,

Typically I will have a polygon or footprint in jpg or image file, and then I have to extract the lat/lon of the those footprints or polygons.

Ideally I would like to be able to load the footprint onto something like google earth, trying to match the political boundary, then manually extract the points by clicking along the polygons.

Has anyone seen or built something like this already? If not, could you help guide me what's the set of functions I could use to extract lat/lon for this purpose?
