Toggle Button Group are not scrollable

Primarily I am trying to make a toggle button group where the number of buttons are not fixed. It is generated based on a user input. The problem is, The field is not scrolling down... Even if i have checkted the scrollable button. What could be the problem?

Long story short, stacking the buttons like the picture below will fix your issue.

I believe the the official doc for "Scrollable" is not describing its requirement well. In addition to the requirements described in the official doc, in order to trigger to scroller to appear, the child objects should be on the 1st quadrant assuming that the bottom-left vertex of the group boundary is the origin.
