Audio pitch shift to a certain frequency without time scale changing

In tring to percisely shift audio pitch to a certain frequency, resampling would change the audio duration. And the bulid-in function shiftPitch is based on semitone, which is not feasible for shifting pitch (fundamental frequency) to certain values.

I tried the answer of Changing frequency of .wav by Star Strider, and seems it's not working in my case which requires 48kHz sampling.

Are there more percise and feasible ways of implementing?
