When to use html and latex

I've tried to make a table and I'd like to insert an epsilon. First with the command table but it doesn't work with latex code. So I've also tried with the command 'uitable' and the latex doesn't work too but it worked with html code.

So I'd like to know if it's possible to use latex with table and when can I use latex or html.
