Why is it that when I try to open "rltool" from the command window, the "control system designer" window opens but remains blank?

I'm trying to use the 'rltool' but when opening it from command window, the window of "control system designer" remains blank, even after 10 mins.
How to solve? (I cannot update to the latest version)

Can you try if sisotool works?
sys = tf(1, [1 1]);
sisotool(sys)
Can also enter controlSystemDesigner(sys) at the MATLAB command prompt.
