does M-FSK modulator upconverts the input to higher frequency?

Hi,

does the M-FSK modulator upconverts the input signal? that is do I need to put extra mixer after the M-FSK modulator? Then what is modulation?

How to specify the carrier frequency in the M-FSK modulator?
