can anyone help me with this model

im trying to realize a model http://www.mathworks.in/help/physmod/sps/powersys/ref/hydraulicturbineandgovernor.html instead of using a PID controller I tried using an Fuzzy controller and put all the values of parameters manually. still im getting this error messages (shown in the pic) can anyone tell me how to set the intial value of Pm? thanks
