Cannot add Simulink Model Coverage Filter

I am trying to add a Simulink model coverage filter rule, but when I right click on a block I do not see any options for excluding it from coverage (ie. Right Click > Coverage). When I right click I only see Settings and Report.

When I open the Mathworks demo file, slvnvdemo_covfilt, I can see options for excluding blocks from coverage.

Anyone know why I can't create coverage filter rules for my model?

you must select "model configuration parameter -> coverage -> enable coverage analysis" first
