Error using cd Cannot CD to ...folder... (Name is nonexistent or not a directory) >>> Different than currently posted till now <<<

Every time I try to initialize Simulink it gives me the error as shown in the question. The thing is, that I looked at answers of similar problems and non of them works (permanently).
First of all, the directory does exist. I tried the following:
1. I changed my user system variables multiple times after which the problems is solved for a day or some hours, and then occurs again.
2. I tried to define the user system variables on a directory of the 'public' user, same effect.
3. I tried to delete user system variables, so only system variables would be left. Then Simulink is freaking out, e.g. it doesn't display the library browser building blocks any more.
Please help me out here. I posted a similar question some weeks ago and somehow nobody takes the effort to answer.

RIGHT CLICK ON THE ICON OF MATLAB, CHOOSE RUN MATLAB AS ADMINISTRATOR.

I get the "Name is nonexistent or not a directory" problem only when I run as administrator. If I start Matlab regularly, no issue.
