To develop scenes with the Unreal Editor and co-simulate with Simulink, you need the Vehicle Dynamics Blockset™ Interface for Unreal Engine Projects support package. The support package contains an Unreal Engine project that allows you to customize the Vehicle Dynamics Blockset scenes.
