Implement pilot models

Model pilot models such as crossover, precision, and Tustin. The crossover and pilot models are based on McRuer and Krendel’s Mathematical Models of Human Pilot Behavior. The Tustin pilot model is based on Tustin’s The nature of the operator’s response in manual control, and its implications for controller design.
