how to plot a histogram?please help!!! thank you

[ 140 141 144 145 147 148 149 150 151 152 154 155 156 157 158 160 161 162 163 164 166 167 186 187 204 211 246] i need to plot a histogram where there are 7 bins and bin width of 16.The 1st row shows the count and 2nd row the values .i need to plot the count in y-axis and values in x-axis
