Installation of compiler minGW-w64 via Add-On Manager fails

When trying to install compiler minGW-w64 v6.3.0 onto R2018b, the installation (via Add-On Manager) fails when it tries to download the third party software packages (minGW-w64 v 6.3.0) from MinGW-w64.org. Note: prior to the failure, the initial support packages downloaded successfully. No reason is given for the failure to download the third party software.
