Is there Support for channel Noise due to various atmospheric effects, like rain, fog, refraction etc.?

I have to simulate a scenario where RF signals are attenuated/altered and Refracted by atmosphere. Is there any MATLAB tool that can be used. I have looked into ITU standard libraries for that. Is there any standard implementation available in MATLAB.
