Low value output of zeta converter connected to a pv panel.

I have connected a zeta converter to a pv panel. The output of the zeta converter is very low i.e. almost zero. I have tried to change the values of the inductance and capacitance but does not change the output significantly. I would be obliged if anyone would be able to help with this problem.
