L2 norm of each column?
>> U = [2 + 2i, 3+i; 4+5i , 4-9i];
>> UL2 = sqrt(sum(abs((U.^2))));
>> ANS = bsxfun(@rdivide,U,UL2);

If you're using release R2018a or later, use the normalize function. Here is an example of normalizing by the 2-norm, where U is your matrix of complex data:
N = normalize(U,"norm",2)
