License Center Unavailable - Technical Issue

I have enrolled in a edX course, UT.5.03x LAFF: Linear Algebra - Foundations to Frontiers, which requires the use of MathLab. It proposes a link to download, install and activate a license. Everytime I try that link,and insert my e-mail address youe site answers invariably:
"License Center Unavailable - Technical Issue Due to a temporary problem, the License Center application is unavailable. Please try again.If you continue to receive this error message, please contact us . We apologize for the inconvenience. (ref:557198FC)"
Here I am. Thanks in advance for any help.

This message is usually caused by a problem with the web browser's cache and cookies. To resolve this issue, clear your cache and cookies, restart the web browser, and try again. Follow the instructions below, according to the web browser you are using:
Internet Explorer: For IE 8: Go to the Tools menu and click on Delete Browsing History. Select "Temporary Internet Files" and "Cookies". Click on "Delete". For IE 7 and earlier: Go to the Tools menu and select Internet Options. In the General tab, under Temporary Files, click the Delete Files button and then the Delete Cookies button.
Firefox: Go to the Tools menu and select Clear Private Data. Make sure that Cache and Cookies are checked, and click Clear Private Data Now.
Safari: For Safari 2.x: Click the File menu and go to Preferences. In the Security tab, select Show Cookies and click the Remove All button. Also, go to History and click Clear History.
For Safari 3.x - 4.x: Click the Safari menu and select Reset Safari. Make sure that Empty the Cache and Remove all Cookies are checked, then click Reset.
Chrome: Go to the Tools menu by clicking the wrench in the upper-right hand corner, and select Clear Browsing Data. Check the boxes for Empty the cache and Delete cookies, then click the Clear Browsing Data button.
Opera: Go to the Tools menu and click delete private data. Click the details button and make sure delete cookies is checked. Press delete.
This issue can also occur if there is a server issue preventing downloads. As a workaround, try downloading at a later time. If you continue to experience this issue, try logging out of your MathWorks account, closing your browser and retrying. Certain browsers do not check for page updates until you log back into the website.
