scpi requires Instrument Control Toolbox
ocr requires Computer Vision Toolbox. However the built-in ocr() function is not all that strong, and benefits from using the ocr training function.
Real-time video means different things to different people. If you mean it in the sense of supporting 180 frames per second of 2048 x 1280 with a latency of at most one frame... then you will surely be disappointed.
