Real time control based on communication with database

I need an advice. What is the most efficient way to implement real-time control algorithm which need to perform following three steps every 5 minutes:

1. Read measurements from data base,

2. Based on measurements calculate control variables,

3. Write calculated control variables to data base.

You could write a MATLAB function to perform the three steps and then use a MATLAB timer object to execute it as often as you need:
