How to Comare coefficients of two images.

We are tring to compare coefficients of two images.Threshold is 80-85%,but we are not getting a solution,Please help us.

We need to compare two images,for that we calculated approximate coefficients,but we are not getting how to compare two dimentional array of that approximate coefficients.
