what is wrong with this code? SOM neural network

Hello I have a problem with code number1...my collegue give me that but it doesnt work!and actually i dont know which one i run! so i change it to file number2 and when i run it no error apear but nothing happen and nothing shown in matlab...i think i,ve must add some code like plot() to show the figure... so can you check it and tell me what can i do for fix it? thank you.
