I want to write a MATLAB program to detect the peak overshoot in a NIR/MIR spectrum. Can anyone give me a link where the program is available or write the program?

Unless it's really simple (like a few minutes to do), we will not write the program for you.
Try this link first, then attach your data, and a screenshot of the plot showing where the overshoot is and what you'd like the output signal to look like.
